What is Certificate 3 Guarantee?
The Certificate 3 Guarantee program, funded by the Quensland Government, supports eligible individuals to complete their first post-school certificate III qualification. It also supports school students to access training and Queensland's Year 12 graduates to transition to employment by providing fee-free training in high priority qualifications.
The Certificate 3 Guarantee is targeted at certificate III qualifications because they are considered the entry-level qualification most often needed to gain employment in many industry sectors.
Foundation skills and lower level vocational qualifications may also be delivered based on the learning needs of the student.

Given the benefits that accrue to individuals from training, students undertaking certificate III training and non-concessional students undertaking lower level training, will be required to contribute to the costs of their training through a co-contribution fee.
The fee may be paid on behalf of the student by the employer or a third party, but cannot be paid or waived by Martyr Training Services.

Fee Concession
Eligible students will attract a concession of 50%. This concession will apply on receipt of evidence of:
(a) the student holds a Health Care or Pensioner Concession Card issued under Commonwealth law, or is the partner or a dependant of a person who holds a Health Care or Pensioner Concession Card and is named on the card
(b) the student provides the PQS with an official form under Commonwealth law confirming that the student, their partner or the person of whom the student is a dependant is entitled to concessions under a Health Care or Pensioner Concession Card
(c) the student is an Aboriginal or Torres Strait Islander
(d) the student is a school student and is enrolled in a VETiS program (may include young people in detention)
(e) the student has a disability
(f) the student is an adult prisoner.
To be eligible to access fee-free training, individuals must:
- have completed Year 12 in Queensland and hold a Senior Statement issued by the Queensland Curriculum and Assessment Authority or equivalent certification
- enrol and start an apprenticeship, traineeship or training, with an approved training provider in a high priority qualification under the program, by the end of the calendar year following completion of Year 12
- permanently reside in Queensland.
